Some say this happens due to Wayland usage. My usage is Wayland/X11, not that it may make a difference. It is that way because I like that fact that the windows of an application get placed back to where they were when the application is re-opened.
The solution appears to be:
Tools -> Options -> General -> Enable 'Use LibreOffice dialogs'
