At the bottom, it references that a non-00 country code is required along with the installation of CRDA (Central Regulatory Domain Agent) for wireless networks is required to run in the 5g range, due to the fact that radars and such need to be detected and non-interfered with. That page also describes a mechanism for a wifi device to be both a client and access-point.
